Frank Rush began work as Interim Town Manager in June 2022 and was officially appointed to the Town Manager position in August 2022. Frank has worked in local government in North Carolina and California for more than 30 years, including 23 years as a town or city manager. Frank served the nearby community of Emerald Isle as Town Manager from 2001 - 2018 before moving to California to serve as City Manager of South Lake Tahoe and Big Bear Lake before returning to North Carolina in 2022.

Frank received a Bachelor of Arts in Environmental Studies from the State University of New York at Binghamton in 1991 and a Master of Public Administration degree from North Carolina State University in 1993. He has been married to his wife Suzanne for 25 years, and has two grown sons.
